I don't even use missle ships, however I heard that this used to be in the game and it was removed.
Why was it removed? Would seem to make a lot of sense for explosive/thermal missles to have some sort of splash damage. ...

EM would cause some sort of sensor disruption, but I could see that being kinda OP, and I always envisioned Kinetic missles sort of like lobbing a rock through someones car window. No explosion, just a really big dent /hole. Or else whats the difference between kinetic and explosive missles? ...

Alright, valid arguments.
Ok, so most people would avoid said torps in hig sec becaused of the concord effect they had. Well how about giving people a choice in the form of a second set of missles. That way people could choose whether to use these aoe missles or not, without being forced to use them.
You could choose Scourge Heavys with aoe and Scourge Heavys without aoe, using them would be up to the player. ...

If YES - then missile ships are nigh-on unusable in high-sec, as anyone who is at war can have an NPC alt hug them at 0m, thus causing any missiles fired at them to have the attacker CONCORDed. Even using them for missions would be insanity, as a cloaked neut could enter your mission and fly up to your current target - ship goes bye-bye.
If NO - then this effectively enables free smartbombing in high-sec. A group of players can put a heavily tanked legal target (either a corpmate, or an alt that takes from a can, or a complicit wartarget) next to other ships and fire heavy salvoes of missiles at the tanked ship. Given that missiles only do a specific damage type, it is easily possible to put an insane damage-specific tank together (Damnation for example can get over 3 million EHP to explosive missiles) that will outlast anything in the immediate area. Even if only a small amount of damage is actually rendered to nearby ships, bring enough ships and you'd be able to pop just about anything.
Sadly there is no way to add splash damage and avoid the dichotomy of either making missile ships useless in highsec (and a liability in low-sec), or inviting ridiculous consequence-free griefing everywhere.
As I said before, allow two types of missles to exist. Missles with AOE, and missles without AOE.
Not sure why they cannot coexist. ...
